This is a Spray Can of Light Gray Fine Surface Primer (L) from Tamiya.

FEATURES: After preparing the surface to be painted, a thin coat of quality
            primer is necessary for the paint to stick properly.
          The coat of primer will do 2 things:
            1: Since it's a flat paint, it gives the color coats a good
               suface to adhere to.
            2: It highlights any defects in the finish that may need to be
               corrected.
          For use on plastic and metal.
